Louie,
I had the same problem initially. I solved it by loosening the bolts which
hold the steering u-joint to the steering column at the steering box,. I
then pulled the steering column out as far as I could, and that established
sufficient clearance. Note the the steering column is notched for the
bolts, so the U-joint cannot slip off the column unless you remove the bolts
completely. Be careful that you don't pull it out so far that the copper
face no longer makes contact with the spring-loaded pin in the turn signal
assembly.
Let me know whether that works.

Thanks. We did try to trim the metal shroud, but it seems like the
copper face of the adapter is too close to the turn signal mechanism and
pressure on the wheel causes contact setting off the horn.
