Try shorting the starter directly to the HT cable at the solenoid.
In other words, bypass the solenoid contacts.
Use a big flat blade screwdriver.
If the starter itself is OK it should crank.
If it doesn't crank then the starter is weak.
To double check, see if the starter will still crank the engine with the
spark plugs out.
