It appears that California is after 1976-1995 cars again,
with the new 'low pressure fuel evaporative test'. Basically,
the smog dude takes a pair of pliers to the hose leading to
the charcoal canister, and puts about a half-PSI pressure
on the tank. If it doesn't hold pressure, you fail the test.

Testing appears to start 01-Nov-07. Estimated to add $7.50 to
the cost of a test. If I read the report correctly, estimated
fail rate of 30% and net consumer repair cost of $68 million
over the next 5 years.
