[Roadsters] Non-op registration in WA state

Pete- I think you used to be able to register a non-operational vehicle and
the license renewal fee was based on its value as a non-running vehicle,
eg., not much. Now that WA has the flat fee of only about $36.00, and
renewal fees are NOT based on actual value, it will probably be $36.00
