[Bricklin] Electrical issue

I took the dash out last winter to put a new heater core in and close up the
blower gap. Got it all done and put the dash back together and when I turned
the ignition key nothing happened. I had battery on the charger the night
before and it's only a year old so I'm pretty sure it has power. The only
electrical thing that works are the door solenoids. I don't have headlights
or taillights either. I bridged the starter posts and the engine will crank
over. I do have 12v at the fuse box and gages but when I turn the ignition
all the way the voltage drops to zero. I'm trying to eliminate different
systems to see if one is shorted. Does anyone know if the Bricklin will
start with the dash harnesses disconnect? Also any ideas on what else I can
do?
