Yes, what Dave said.
And as a tip I learned... it is very difficult to squeeze a spanner wrench in between the spring coils... I happened to have a very thin multi wrench that is used for paint guns. Other air tools also use these thin wrenches (maybe harbor freight sells separately).
Just have to find one with the right size.

If you can turn the pin with a screwdriver it is likely to move again.  There is a jam nut inside the spring.  Work a 1/2 inch open-end wrench between the spring coils and snug it up to make sure it stays where you want it.

Its always scary to mess with the hood latch given the potential consequences.

Thanks to those who chimed in.  I noticed that the pin was not landing squarely in the hole so I used a screwdriver to turn it 45 degrees and now the hood pops open just like it should.
