You may not need them (drum screws) on when you bleed the brakes, but it is not a bad idea to have the screws in if you are testing some aspect of the drivetrain such as overdrive operation with the wheels off and the car jacked up in back, there is more story I could tell, but most of you can probably guess the ending.
