The screws in question, are used to hold the brake drums in position as 
the vehicle goes down the assembly line.
They are used specifically to prevent drum movement during " Evac and Fill".
Whether Tinnerman nuts or screws are used they are used for that 
purpose. If the drums are loose you get a bad bleed on the assembly line.

When the wheel is installed, it retains the drum in position and the 
screws or tinnermans are no longer needed.

The last 8 years of my career was spent in Brake Engineering, so I am 
painfully aware of their use or limitations of these.

I run the aluminum finned Datsun 240Z drums on my TR6 without any issues 
and not screws to hold the drum to the hub.
The drums are centered by the hub and retained by the wheels.

I wouldn't loose any sleep over not having them in place.
