Some years ago when I was employed by Indianapolis Raceway Park, I came
across a legislative proposition that said all cars including race cars
would
have to have operational mufflers. This was a half-witted attempt to
make
mufflers mandatory on race cars. Fortunately I was then wired into
the
state legislature and pointed out the writing of the proposed bill
would
include race cars in transit, which meant Indy cars, sprint cars, etc.
The
whole bill was quickly quashed in committee.
The "we were here first" provision doesn't carry much weight in the
face of
organized property owners and lawyers who want to change the rules.
You are
better off playing their game and becoming sympathetic, especially in
the
eyes of the media.
