Amen!  Same goes for compression and valve timing.  Carb adjustment has to
come last!

In fact, my rule of thumb is that if you can't find a nice, clear peak where
even one flat on the mixture nuts makes a difference in the "lift the
piston" test; then there is something else wrong.
