Terry,
You could mark the hole locations with the plates, drill a hole and
pop-rivet the caged nuts into place on the back side of the lip.   Had to do
one on mine like this, I'll never tell where.

There are such things as rivet nuts that will leave you with a threaded  
hole.   Probably preferable to any general hardware store  solution.  Try
this
