Barry,

IMO that means there is something wrong with either the tie rod end, or the
center link.  The taper should lock; if it does not, you're likely to have
trouble down the road (and dropping a tie rod is no fun at all).

IMO you should take it back apart, and find out what the problem is.  Might
be as simple as the boot or a bit of crud getting caught in the taper.  If
there is nothing apparently wrong, use some machinist's blue to find out
where the tapers don't match.
