Harry, sorry for the delayed reaction. I just saw this post.
Whether the vent is open or not should make no difference to the way the car
idles. Since it does, there is something wrong with the plumbing to the
carbon canister, or the canister itself is plugged or the anti-runon
solenoid is activated/blocked.
Something is pulling a slight vacuum on the line to the carb that serves as
the bowl vent at idle (when the valve closes the vent through the face of
the carb). This line must be at atmospheric pressure for the engine to idle
(even if you disconnected/removed the canister).
