[TR] mystery strips & + ground

What are the two almost vertical strips (4"x 1/4") attached to the body and
located on each side of the battery (1), and between the battery and
accelerator linkage on my TR3?

another question:

Were British Cars originally positive ground due to the weather in England?
Something I've heard about Misty climate conducting better.  Is this true?
