That would seem to say that either the solenoid on the starter is bad, or
there is a bad connection somewhere.  I'd try connecting a test lamp from
the solenoid terminal to the housing of the starter, and see if it lights
when you try to crank.  If it does, the solenoid is bad (even if it's a new
one).  If it doesn't, then there is a bad connection, bad ground (or
possibly even a broken wire) somewhere.

My local independent parts house says they can get them rebuilt (Clarks
Discount Auto Parts on Lakewood Blvd in Bellflower, CA).

I've repaired mine several times, wouldn't call it rebuilt.

Main problem is parts availability.  Mine just needed new bushings, which I
was able to measure and source locally (had to buy a box of 5 for about $8)
and a replacement for the bonded rubber drive.  I bought the last two that
BFE had in stock (and he doesn't expect to ever get any more).  Since I plan
to restore my 57 TR3 someday, including the proper starter, they're not for
sale !
