Scott, when tolerances are that tight, that's a good thing...when they're
back together.  But to get them to fit, you might try a couple of things.

1) check for burrs on the advance edges of mating surfaces.  File as
necessary.  Or, more likely,
2)  allow contraction from freezing, and expansion from heating, to help
you.  In this case, you might use one of those cheap propane torches from
WalMart to heat the flange before you try to fit it.
