There isn't a separate wire, the ground is made through the stator tube and
the gland at the steering box. But IMO the contacts are the most likely
problem spot.

You'll have to take the control head harness loose (5 wires) at the inner
fender, then there are three tiny screws in the backside of the steering
wheel hub that retain the control head. Loosen each screw about 5 turns
(they don't have to come all the way out, but it doesn't hurt anything if
they do), then pull the control head away from the wheel. You'll have to
pull the harness through the stator tube at the same time. If you plan to
remove the head completely from the car, I'd suggest tying a wire or string
to the harness before you pull it through.

It will most likely disassemble itself when you try to open the turn signal
switch, and can be a bit tricky to reassemble. But the horn contacts come
apart first, and they're easy.
