Hi Mike, what ever you do, don't use UPS.  They have outrageous brokage
fees.  The cheapest way is to use the postal service and make sure the
sender specify the item as antique car parts so Canada post only
charge GST and PST on the value of the fender, there should be no duties
applied.

FedEx is good and fast, but expensive.  They also will give you all the
extra costs up front unlike UPS.
