Richard:
Try some fiberglass. Layer the glass sheets and resin in there over the holes
and up a little ways on the side and front panels too. You may want to do the
complete floorpan area for extra strength.
I did the same thing to cover some pinpoint holes as a "temporary" fix five
years ago. It worked great - hard as a rock and stronger than new. I ended up
doing both sides of the car.
Doing the rockers however is another issue.
