Larry, have you considered converting to an earlier carb, with a starting
bar ? The impact on tailpipe emissions should be minimal (assuming you
don't drive around with the choke out <g>); and it would be a rare
inspection station indeed that would know the difference between an earlier
carb, and the late one converted to manual choke. Used ZS 175 carbs are
fairly common, shouldn't't be too hard to find one at a reasonable price.
