Thanks to all for the comments and suggestions regarding the dash bracket. 
Special thanks to Steven Newell, who measured his for me.

Apparently fitting the filler part is a common problem and many suggested 
jacking up the dashboard. Ours is 3/8" too tall. We tried that and stopped 
before we damaged anything. I've learned that there are two horsecollars 
and two brackets used on the TR4's, but I have dimensions for only one, so 
I'm still not sure where we are. We are solving this problem by cutting out 
a strip and rewelding.

And, for you guys who were puzzled by my reference to "horsecollar", that 
is a highly technical term that I shouldn't have expected non-Midwesterners 
to understand. It is in the same category as "feedbag" and "road apples".
