Scott, the concave side of the washer definitely has to fit down over the
clip, otherwise the clip will eventually pop out of it's slot and allow the
armature to shift forward until the starter teeth drag on the flywheel
teeth.  BTDT

Like you, I was concerned about the apparently excessive end play, so I
added a shim at the other end of the armature to reduce the endplay to about
.030".  In retrospect, this may have been a mistake, and may explain why my
starter drive occasionally hangs up in the disengaged position.
