Well, let's see, what is the thread on the tie rods?  5/8-18?  And since
the tie rods are a little closer to the pivot than the point at which you
are measuring the toe in, that makes sense.  (of course a closer inspection
will probably reveal that it is close but not exact - but for minor
adjustments, close enough)
