TR3 Radiator Cap Pressure

Hi to all:

The Moss catalogue lists the radiator cap as 7 lbs. which is what's on my 
car. The workshop manual under specs in the cooling system section says that 
normal pressure is 3-1/4 to 4-1/4. Is there a discrepancy here or am I 
missing something?
Is it possible to use a cap of lower pressure?
