TR3 Steering installation question

After taking 6 months off from building my TR3 last year to do a ground up on 
my TVR and another 6 months after that to pay off the TVR and drive it, <G> I 
am starting to get enthused to work on the TR3 again !! Thankfully I did not 
spend the money I had set aside to paint it for the TVR !!

I'm at the point now that I need to install the Steering Stator tube and horn 
wires etc. I'm not sure on the order of doing things, and am wondering if there 
are any hints on what to do/not to do ? Can you please go over what I  plan on 
doing and tell me if this is correct ?

1. Install Stator tube
2. Fee horn wires down it (fish wire ?)
3. Place the compression sleeve over wires and on stator tube
4. Place nut on steering box to compress the stator tube ring and tighten
5. Fill steering tube with Oil... BUT what kind of oil and how much ?

Questions:
I have a felt (if I can find it....) bushing, does it go on before or after the 
Stator tube goes in ?
What kind of oil do I use and how much ?
Any pit falls or things I should know about never having done this before ? 
Does the Stator tube get positioned in some way other than just sitting there ?
