Often the cable will not operate the heater valve through the full range of
motion. With the cable loosened from the valve, can you manually push the
valve fully closed? You may have to compromise the wide open setting in order
to be able to fully close the valve with the cable. I doubt you'll be able to
notice the decrease in water volume when operating the heater.
