FWIW... I've used a product called 'Bulldog Adhesion Promoter' that sprays on
clear and supposedly makes paint stick to all surfaces. Guess the idea is that
this stuff sticks to anything and paints sticks to it. Probably available at
most automotive paint shops.
It seemed to work for me though I did not do a with/without comparison to be
able
to say for sure that it made a big difference.
