gt6 timing and fuses

for a 1972 gt6 i am restoring...
someone painted a timing mark line about 12 degrees btdc on the wheel
my haynes manual says 4 degrees atdc with vacuum retard connected
hmmm...  
the engine was modified by previous owner (deceased, i can't ask)
200 lbs compression (really) and vacuum retard disconnected.
suggestions ??? what should i set it to ?  i have nice timing light.

i note a 3 fuse box on firewall.
middle fuse has been jumpered to new type fuse and has 30 amp
bottom fuse is blown and i can't make out its rating on case
anyone know what they are supposed to be ???

curious ...
what is the difference between a tr6 and gt6 engine ?
i read somewhere that the crank has longer stroke on tr6 ?
is that all ???  there has to be more.  same block ???
if so why have i not seen anything about someone putting 
tr6 engine in gt6 ?  tr has 175 cd carbs i know that.
anything else ?  what is hp diff ?
