TR3A brake disk dumb question

The little grease seal (moss part # 520-160) on the inside of the disk
assembly, does it go felt side towards the bearing or felt side out?

How do you determine how many calliper shims (part #582-080) to put in, just
eyeball the gap between the pads and disk to see they're roughly even?
