The *only* effective way to clean the interior of a gas tank is to just
climb in & go to work. Few people will do that, though.
I think that for the most part (in the U.S.), fuel tanks are simply taken to
the radiator shop.
There, the radiatior shop guys "boil them out" in the same solution that
radiators are initially cleaned with. I think it's basically just a soak in
parts cleaner, slosh it around, dump it out, get what you can with a brush,
etc.
If there is only a little, spotty rust in the tank, it should make little
difference. However, some folks like to coat the inside of a cleaned tank
with a "gas tank liner", which is a solution like rubber or paint which is
sloshed inside & allowed to harden. The drawback to a "gas tank liner" is
that at over time they will begin to decompose into goo, stop up fuel
filters, fuel lines, carbs, etc., & pull away from some sections of the fuel
tank. Then, when you take the tank in to be cleaned again, it is impossible
to fully remove the "liner" through normal methods.
When a tank gets bad enough, the only thing to do is get another, or send
the tank to a gas tank specialist like

how scrupulously you vacuum, a few always remain.
