Can one assume that if a Stag gets through a CA smog check, that the carbs are tuned correctly? The car got its last smog in '97 or '98. I'm getting a crappy 14 US MPG out my Automatic since I bought it back in Feb. of '99. The plugs are slightly blackish and the tail pipe is a bit blackish.
