Gasket paper is pretty thick, and I think it is impregnated with some sort
of 'waterproofing' substance.

It's not expensive.  Phone around and ask for it, Pep boys might have it
(or your favorite mega-mall-parts-guys), but it's more likely that the
smaller shops will carry it.  I got some from a chainsaw repairman, but it
was for putting the carb onto a chainsaw so it might have been too
light-duty for water pump usage.  

Plumbers' supply house might have some too.
