wheel alignment

Another alignment problem just popped in mind...

The front tires on the TR4 were badly worn on the outside edge.
Apparently this problem points to an incorrect toe-in.  How do I check the
toe?  Can it be done with the car up on blocks (it already is) or do I
have to have it on the ground with weight in the seats?
