Romano,
Since the current flow through the system determines the blink rate, it
is likely that you have developed some corrosion on wiring connectors or
the bulb sockets.  This will increase the resistance in the circuit and
therefore slow down the blink rate.  Do a visual examination of the
system and I think you will discover the problem. Most likely, you can
solve the problem by cleaning the contacts on the bulb sockets and the
bulbs themselves.  Also check the grounding (earth) connections, because
they complete the circuit.
