Ken,

This is not normal and the car will not run well (hard to tune and
exhaust pipes sooty).  Replacing the jets will solve this problem.  Apple
Hydraulics carries the jets and they use a Honda Valve guide to press the
new jets in and out.  Give them a call and they'll sell you the jets and
the honda valve guide.  If you prefer, I'm sure you can send the carb
body and they'll do this for you.
