It's a woodruff key- held by a friction fit only.  You can pry it out with
a small screwdriver or give it a bop with a hammer.

You should be able to buy a new one (they're mild steel or aluminum, most
hardware store have 'em)

If it tends to fall out or move around when re-installing, dab a bit of
grease in the hole in the crank.  This will also help avoid rusting.
