This depends entirely on whether they mean side rail(just behind the sill) or
the main rail which runs the length of the car.  If you look in the MOTer's
book I'm pretty sure that the side rails ARE NOT failable on an MOT(I could be
wrong, but I'm sure I've been told that by a reputable source somewhere).  If
it is the side rail, then this should be too much of a problem to
replace(possibly harder to unscrew the sill than replace the rail), if on the
other hand it is the main rail, then the car probably needs a new chassis!!!
