Peter,
If the turn signal lights are typical Lucas, the wires go through a rubber boot
and have little "push-in" end connectors that slip over the end of the wire.  On
one type, you can slip the rubber boot off the back of the connector and pull 
the
connectors out of their mating surfaces.

Or they may be the type where the rubber seal is a continuous piece that starts
in the front (retains the chrome ring) and extends back around the back with
holes for the wires to go through.  In that case, you remove the ring, lens and
the screws that hold the socket in.  With the socket free, you can separate it
from the rubber piece and remove the contacts from the front.  With the wires
disconnected, you can remove the connector pieces and pull the wires out of the
rubber boots.

I'm not sure which the TR4 uses, but these two are the most common types I have
found.

I wouldn't cut the wires.  That would introduce just one more area where you
could have problems.  As we all know that fellow Murphy drives a Triumph.
