Lew,
I am assuming you are talking about the two levers on either side of the
heater core enclosure.  These are what you open and close to make the
heater blow out the defroster vents.  Open they blow heat to the floor,
closed they blow heat to the wind screen.

Yes, a MkI has the B post finishers.

And I have the same trouble with my fuel gauge, and I do not know if the
V.S. will cause this to malfunction.  I have always assumed it was
because it was corroded  and the voltage was not being interpreted
correctly.

As always, this is JMHO.
