Lew,
The hole on the left side is for a lighting switch.  I think it is a
rheostat for controlling the dash lighting.  Mine has been replaced with
a switch that seems like a duplication since all it does is turn on the
dash and parking lights.  The one in the middle top is the turn signal
indicator.  

As to the other hole on the piece where the trip reset gies, you got me
there.  Somebody may have gotten creative and mounted something else
there.  My Aluminum brace that goes from the dash to the floor has one
of those extraneous holes.
