Even though not a constituent I want to applaud your efforts in
introducing SB-42. California has long been a leader in application
of sound, and strong environmental provisions...and I for one support
your state's efforts in that regard. On the other hand, the rational
approach suggested by your bill, which would exempt older (25 years)
automobiles, is essential to preserving the history and economy
attached to the collectors hobby. It is terribly important that your
bill pass, as it will be an important precedent in other states
(including mine) where restrictive legislation is under consideration.
Generally, people who operate such vehicles keep them in the best
possible condition. The vehicles are the training tools on which many
young people learn how to keep and maintain autos they will someday
own themselves...and an important element in giving them knowledge
which will help their cars meet future environmental standards. The
desire to have these vehicles operate efficiently is absolutely
compatible with the need for clean air, and SB-42 recognizes that new
standards, while necessary, should not be applied to older technology
vehicles in a draconian way.
Owners of collectable autos generally operate the vehicles far less
(far fewer miles) than if they were in use as principal conveyance
(perhaps less than 1000-1500 miles per year), and those owners with
whom I speak, are universally concerned about the environment. In
many respects collectors contribute to the local community by sharing
their cars, small pieces of history, with neighbors and tourists, at
shows and parades.
The economic value of the after-market industry that has grown around
the restoration and showing of these automobiles should also not be
underestimated. California is a center for such activity and demise
of the vehicles for which the industry exists will have significant
tax revenue implications.
Again, I commend you for taking the stand you have chosen, and wish
you future success.
