Bob: why not see if you can borrow a electric fuel pump. Rig it up
temporarily and see if it works. If it does, then you can spend the
money on the fix. My car has the carbon can line removed, and I don't
have any problem.
 Maybe the inside of the fuel line is corroded and block with rust? Any
kinks or crushed part (stray floor jack) along the fuel line?
Look for the dumbest, boneheaded errors ( like the dist. problem you
found) when dealing with any used car. Those DPO's can be a curse!
