After combining the suggestions of many of you, I have solved the 
nonfunctioning brake light problem.

I took apart both lights and checked the connections (figured I'd 
start with stuff I could see).  The right side worked with power from 
the battery, but not the left.  Upon closer examination, I noticed 
the left socket had bumped up against the power terminal (very hard 
to see, since the normal gap is quite small).  Apparently, when I 
changed the bulb a couple months ago I pressed too hard, forcing the 
socket against the copper bit connecting the terminal connection and 
the prong.  I carefully pulled it back out (knowing full well that my 
normal luck is to break off the socket), and voila, the lights now 
work.

I learned again that WD40 is a marvelous fluid, as it loosens up 
light bulbs like nobody's business.  A simpleton's word to the wise; 
give the sockets a little spray and the bulbs will twist in and out 
with no risk of bending the socket.

Thanks again for everyone's help.

Another question: my steering, although responsive, feels a bit loose 
when the steering wheel is in the middle.  There is very little play in the 
wheel, but it just 
doesn't seem right.  Is there a way to tighten this up?
