Spit MkIII, Brake lights

I am stumped.  My brake lights won't work.  I have checked the wires, 
and have a clean wire from the fuse box to the switch and a clean 
wire from the switch to the lights.  I can't find any shorts.  The 
fuse folder contains a 25amp fuse (I have no idea what is supposed to 
be there, as my schematic doesn't say).

Can anyone offer any suggestions?  All comments greatly appreciated.
