The DCOE series of webers uses a fuel enrichment system similar to that used
on SU's and Strombergs in that it enriches the mixture by adding additional
fuel through a separate cold running system.  SU's (and early Strombergs)
enrich the mixture by lowering the jet assy (in effect raising the needle)
and allowing more fuel to be drawn through.  Later Strombergs are a little
more like the DCOE in that they use a small disk with different size holes
to allow more fuel to be drawn into the carb.  The weber uses a fixed idle
jet in the starting circuit to do the same thing.  The DGV type uses the
less sophisticated block the intake plate type 'choke'
