Stuart,

    How about cleaning off the white with judicious use of laquer
thinner? I said judiciuos because the thinner can soften and will
be absorbed by the tire, but if applied with a rag and wiped off
it should cut the paint. If it won't cut the paint, it will at 
least remove the rubber just under the paint, and the white should
come off.
   I have used L-T to clean tires of paint overspray with no ill
effects to the tire.
