No, the diaphragm has nothing to do with keeping the oil in the dashpot.  
There's an o-ring at the bottom that seals the adjuster screw to the piston 
body.  It's a pain to get out; there's a star washer (they say) that holds the 
whole mess in place.  

I tried for a whole Saturday afternoon to get it out and replace the O-ring, 
adn gave up.  Now I ritually add fluid (I use Castrol type F ATF) to the carbs 
every Saturday.
