Hey Jay,
An easy fix is to angle a segment of the tube tip so that even if the air
cleaner sits flat on top of it, it can9t choke off the opening.
However, you might have to partially disassemble the carb in order to get
the tube out so you can file an edge without getting debris into the carb
passages.

I don9t know Holleys well enough to tell you what is possible there - and,
given there are a lot of different variants, some carbs may let you do
this more easily than others.
