Probably the best current method is soda blasting. Regardless of the quality 
and professionalism of a shop that dips the process does not lend itself to 
your top and will eventually cause rust through.

As far as coating with a powder coat, I would advise against it. Powder coat 
is put on at between 415 degrees to about 550 degrees and deformation is very 
likely. Anything can be tried but if deformation occurs their is no going 
back. High quality paint with a focus on surface preparation would be the best 
way 
to go.
