The surge tank temperature proves nothing. The "meat thermometer" trick works only if you get the thermometer into the actual coolant flow, as you would in a conventional radiator, with a cap on one of the tanks. There is no flow through our separate header tanks. The coolant in it gets a little warmer than the air temp because there's hot coolant flowing past the entrance, and a little hot coolant comes in one time when the system heats up, but that's it.
